MOSCOW. Sept 30 (Interfax) - Constructive relations between Russia and Kazakhstan and between their leaders span a wide range of areas and allow discussion of the hardest issues on the global agenda, including the Ukrainian settlement, Kremlin spokesman Dmitry Peskov said.
